    "Peace in our time" - 10 years later the music industrys highly controversial strategy of suing individuals for illegal file-sharing has come to an end, wants ISPs to adopt a three-strikes policy. Ive read the article in the Wall Street Journal three times already and I still cant believe it. For 10 years, some 35,000 people, and wasted tens of millions of dollars later, it seems the music industry has finally admitted the error of its ways and abandoned the practice of suing illegal file-sharers en masse. The practice has long been criticized by music fans and artists alike as the RIAA dragnet snared single mothers, poor transplant patient teens, disabled veterans, and even the deceased. Backing away from the practice, the RIAA now plans to form voluntary partnerships with ISPs whereby it will notify them of IP addresses suspected of making music files available for download and the ISP will then act accordingly, either simply forwarding the warning to the customer, or asking them to stop altogether.

Since there is no real central hub for the internet unless one counts the internet backbones as the internets central office (which is still arguably a flawed argument to make in the first place), the idea of controlling the internet had major difficulties making the transition from sounding good on paper to putting it into actual practise. Recently, there have been a set of cases highlighting a new movement by various governments around the world to legally consider the internet as a "broadcaster" While it has been a rather subtle movement in many cases, the movement does have serious implications.

    Award-winning producers, directors and writers have called for action to tackle illegal downloads of films and TV shows which they say are threatening jobs. A group of more than 100 UK film and TV producers, directors and writers have published an open letter in the Times calling for ISPs in that country to assist copyright holders in combating illegal file-sharing over their networks. Oscar nominated directors Sir Alan Parker, Mike Leigh and Kenneth Branagh are among the household names who have called on the Government to address the problem of peer-to-peer (P2P) file-sharing and the widespread availability of illegal, free content via the internet. The group of more than 100 also includes Four Weddings and a Funeral screenwriter Richard Curtis, Billy Elliot director Stephen Daldry and The Fast Show writer Charlie Higson. The campaign is backed by the British Academy of Film and Television Arts (Bafta), the UK Film Council, the Cinema Exhibitors Association, actors union Equity, the Entertainment Retail Association, the Film Distributors Association and the British Video Association.

French media website 01net is reporting (Google translation) that the French government has passed a first reading on legislation that would put a tax on the internet. The news follows France doing everything in their power to install a three strike law on file-sharers which has sparked major opposition all across Europe. The report describes the new tax where 0.9% of all the profits made by French ISPs would contribute to a public broadcasting fund.
